Accordingly, tourism businesses that open their doors to international tourists must comply with the regulations of the province (Decision No. 2780/QD-UBND dated October 18, 2021 and the Guidelines of the Department of Culture, Sports and Tourism). calendar). At the same time, businesses must meet the conditions in Plan No. 639/KH-UBND dated March 7, 2022 of the Provincial People's Committee, wishing to welcome and serve international guests, send voluntary registration documents to the Department of Culture. , Sports and Tourism at least 5 days before organizing or picking up the delegation.

An international travel service enterprise registers and commits to participating in the program to welcome international guests, along with a plan to welcome and manage the delegation, and send it to the Department of Culture, Sports and Tourism (attached form). After receiving the official dispatch from the Department, the enterprise shall continue to register with the Vietnam National Administration of Tourism, with the following information: A copy of the License to provide international travel services; Written opinion of the Department of Culture, Sports and Tourism on the accuracy and suitability of the plan to welcome and manage guests at the locality as proposed by the international travel agency; Commitment to fully comply with regulations when participating in the pilot program; Develop a plan to welcome guests (market, expected number, location, implementation time, stay, carrier airline, sightseeing program); Incident handling plan to ensure safety for epidemic prevention and control; Contracts directly with service providers, health insurance (travel insurance) with payment for Covid-19 treatment; List of personnel involved in welcoming and serving tourists.

When organizing a delegation, at least 4 hours before the arrival of the visitor, the travel enterprise shall notify the Department of Culture, Sports and Tourism and the Vietnam National Administration of Tourism about the information of the welcome enterprise, the list of guests, and the program. detailed travel itinerary and ensure that tourists fully meet the requirements as prescribed by the Plan. Report the results of rapid test or RT-PCR of the delegation organized by the tour operator during their stay to the Department of Culture, Sports and Tourism.

For star-rated and unrated tourist accommodation establishments (from rooms or more) register with the Department of Culture, Sports and Tourism. For tourist attractions and the remaining types of accommodation establishments, send registration and pledge to voluntarily welcome and serve international guests to districts, towns and cities for consideration and settlement according to classification. The management level of the accommodation establishment has been prescribed. Particularly for accommodation establishments that have not yet been approved for a plan to welcome and serve guests, submit an additional plan for welcoming and serving international guests of the unit.

Regarding reporting information, the tour operator submits a report on the information of the delegation to the Department of Culture, Sports and Tourism, the Vietnam National Administration of Tourism at least 48 hours before the visitor enters the country and reports the rapid test results or RT-PCR of the tour group organized by the tour operator during their stay at the Department of Culture, Sports and Tourism. Accommodation businesses submit periodic reports on every Thursday. The Department of Culture, Sports and Tourism proactively cooperates with the Department of Health and relevant departments and agencies, districts, towns and cities to announce tourism businesses that are eligible for operation and take post-inspection measures to ensure that the units comply with regulations in the process of welcoming guests.
